Ronald Collins
Ronald R. Collins is a lawyer by profession and a native Washingtonian who received his secondary education at the Cathedral Latin Preparatory School and St. Anthony High School in the District. Mr. Collins received his B.A degree from the University of Scranton and his Juris Doctor (J.D.) degree from the Dickinson School of Law of the Pennsylvania State University. Prior to retiring from Federal and District government service, Mr. Collins served as Director of the Mayor’s Office of Boards and Commissions under Mayor Vincent C. Gray and as the Assistant Secretary to the Council of the District of Columbia. From November 19, 2001 through January 1, 2007, Mr. Collins served in the Cabinet of former Mayor Anthony A. Williams as Director of the Office of Boards and Commissions.
Mr. Collins has extensive experience in management and in critical public policy issues in the area of contracting and procurement, health and human services, and systems management. Prior to his appointment in boards and commissions, Mr. Collins served as the Senior Policy Officer in the D.C. Office of Contracting and Procurement; the Agency Chief Contracting Officer for the D.C. Fire and Emergency Medical Services Department; the Chief of Staff and Agency Chief Contracting Officer for the Department of Health; and the Deputy Director (Acting) and Chief of Staff, respectively, for the D.C. Department of Human Services. Before joining the Department of Human Services, Mr. Collins served as the Staff Director of the D.C. Council Committee on Human Services. Previously, Mr. Collins worked for legal firm.
Notwithstanding his professional responsibilities, Mr. Collins is affiliated with and actively participates in several professional organizations including: the Public Section on Contract Law, American Bar Association; the American Public Human Services Association; the National Contract Management Association; the National Forum of Black Public Administrators; the National Institute for Government Purchasing; and the American Public Health Association.
Further, Mr. Collins served 3 terms as an elected member of the D.C. Democratic State Committee (Ward 6, Committeeman) where he also served as Recording Secretary and Bylaws and Constitution chair. Mr. Collins is a longtime member of the Gertrude Stein Democratic Club. In addition, Mr. Collins is active in several other community organizations, including serving as a board member of the United Planning Organization; board member and president of the former Wiley Branton Community Development Organization, Inc.; the State Health Planning and Development Council (SHPDA); the Metropolitan Washington Health Services Planning Council; the Mayor’s Early Childhood Development Coordinating Committee; the DC Commission of Public Health Policy Forum; the D.C. Coordinating Committee on Early Intervention Services; the Ward 2 Redistricting Task Force; the Southwest Neighborhood Assembly, where he served as Vice President; the Ward 2 Democrats; the Ward 6 Democrats; the Board of Directors of the Whitman-Walker Clinic, Inc.; and as a lector at his parish church.
Mr. Collins has also been the recipient of several awards and certificates of recognition from community groups including: the Metropolitan Washington Council of Governments; the recipient of the Community Services Award from the Latin American Youth Center; the recipient of the Special Service Award, D.C. Association for Retarded Citizens; the recipient of the GLAA Community Appreciation Award; and an “Outstanding Public Service Recognition Resolution” from the Council.
